Для уплаты комиссии за перевод USDT используется другая криптовалюта — ETH. Поэтому переводы будут невозможны, если у вас есть доступный баланс USDT, но отсутствуют ETH на счету.

Так как процесс восстановления требует создания перевода, то для восстановления USDT у вас должно быть достаточно ETH.
